this article focuses on the operation of railway swithces in station networks. Not a single switch by itself.
In english we call this Interlocking. And such a page already exists. Merging it there sounds like a good idea. It also to some extent describes practices that are not current in the English speaking world. 131.215.242.189 11:00, 31 May 2006 (UTC) 131.215.243.24

Actually, this article appears to be about Railroad Dispatching. (An interlocking is just a set of switches or other control point. Dispatching is controlling the entire switch and signal system across a segment, potentially including several interlockings). Therefore, merging interlocking in would not make sense.
