As of right now, I have decided to start "prettyfying" people's user pages on request. Just add your username to my talk page with a brief description of the colour scheme you want. I will work on it whenever I feel like it, and when I can, so don't expect results for maybe a day. I am no longer doing page layouts, because I don't have time.
