There is nothing wrong with moving Charles Platt, but the procedure is to use "move" instead of cut and paste in order to preserve the history. I have requested that the history be restored by making a request at WP:SPLICE. In the future if you want to move an article, there is nothing wrong with moving it yourself, WP:RM is a) to get consensus or b) to get someone else to move it for you.
