The two sites should be merged -- they are talking about the same topic. But they should be merged under the name "Radiation Belt Storm Probes" and not "Radiation belt storm probes". This is because this is a NASA mission that informally goes by the acronym "RBSP" which is taken from the capitalization of the first letter of each word.
