Dr. Rabee' Ibn Haadee 'Umayr al-Madkhalee (ربيع بن هادي عمير المدخلي) is a university professor, a well-known Muslim scholar, and a proponent of Salafism.

Dr. Rabee' Ibn Haadee 'Umayr al-Madkhalee was born in 1352 A.H./1931 C.E. in al-Jaraadiyah, a small village to the west of the town of Saamitah, Saudi Arabia.

As a child, Shaikh Rabee' studied with a number of teachers including Shaikh Shaibaan Al-'Areeshee, Al-Qaadee Ahmad bin Muhammad Jaabir Al-Madkhalee, Muhammad bin Husain Makkee, and Shaikh Muhammad bin Muhammad Jaabir Al-Madkhalee. Afterwards he studied at the larger town of Saamitah with scholars including Shaikh Naasir Khaloofah At-Tiyaash Mubaarakee, Shaikh Haafidh bin Ahmad Al-Hakamee and his brother Shaikh Muhammad bin Ahmad Al-Hakamee, Muhaddith Ahmad bin Yahyaa An-Najmee, Shaikh Dr. Muhammad Amaan bin 'Alee Al-Jaamee, Shaikh Muhammad Sagheer Khameesee.[1]

In 1381H he entered the Faculty of Sharia in Riyadh for two months and then switched to the Faculty of Sharia at the Islamic University of Madinah, graduating four years later. While there he studied under Abd-al-Aziz ibn Abd-Allah ibn Baaz, Muhammad Naasiruddeen al-Albaanee, Shaikh 'Abd al-Muhsin al-'Abbaad, Shaikh Muhammad al-Amin ash-Shanqeetee, Shaikh Saalih al-'Iraqi, and Shaikh 'Abd al-Ghaffar Hasan al-Hindi.[1]

After completing his Doctorate at Umm al-Qura in 1400H, Shaikh Rabee' returned to the Islamic University of Madinah where he taught at the Faculty of Hadith and later became the head of the Department of Sunnah in the Department of Higher Studies. He is currently a chair holding professor.[1]

The late Shaikh Albani said of Shaikh Rabee':[2]

And in brief, I say that the Carrier of the Flag of (the science of) Al-Jarh wat-Ta'deel today, in this present time, and rightfully so, is our brother, Dr. Rabee'. And those who refute him, do not do so with knowledge at all. And the knowledge is with him. And even though I have told him often that if he would only be softer in his manners, that would be more beneficial for the masses of people, whether they are with him or against him. But as for with respect to knowledge, then there is absolutely no grounds for criticizing him, except for that which I have mentioned just now that there is some severity in (his) manners. But as for the saying that he is not fair, then this is a statement that carries no weight. No one says such a statement except for one of two people - either he is ignorant, so he must learn, or he is biased and following his desires. So this person, we have no recourse with regard to him, except to supplicate to Allaah to guide him to the Straight Path.

Shaikh bin Baaz, the former Grand Mufti of Saudi Arabia said of him:[3]

Indeed, Shaikh Rabee' is from the scholars of the Sunnah - (and then he mentioned Shaikh Muhammad Amaan Al-Jaamee with him and said) - the two of them are known to me for their knowledge and virtue.

Also, Shaikh 'Uthaymeen was quoted as saying in response to a question about the books of Shaikh Rabee':[4]

It is clear that this question is in no need of my response, for as Imaam Ahmad was once asked about Ishaaq bin Raahawaih - may Allaah have mercy on them all - so he said: 'The likes of me is asked about Ishaaq? Rather Ishaaq should be asked about me!' I have already spoken at the start of my talk about what I know of Shaikh Rabee', may Allaah grant him success. And I still insist until now on what I stated then. And his coming here and his talk in which he informed me of what he did - no doubt - are from the things that only increases a person in his love for him and his supplicating for him.
