This photo made by the Spanish language media organization at http://www.somossur.net/para_entender_las_elecciones_2005/bd_adn1997-2001.html Its use here is important as it illustrates the subject of the article. As the Bolivian government does not place free images of its officials into the public domain no known free images can be found. The use of this image here can not negatively affect the fincances of the Spanish language media company.
