1. There is no free visual portrayal of Quigley Quagmire (a character created by Lemony Snicket) in existence. Any created version would not fulfill the encyclopedic use of this image, as it would not further anyone's understanding of the character in question.
2. The use of this image does not decrease the opportunity for sale of the book from which it comes (The Slippery Slope) since 1) the book is not about Quigley Quagmire, and 2) the image does not reveal any consequential knowledge as to the book's contents.
3. The use of this image contributes significantly to the article, since it deals directly with the character portrayed in the image.
