QARC_logo.gif falls under the fair use doctrine for United States' copyright laws. It signifies the emblem of a publicly funded, not-for-profit health-care organization. Although no other pictures of this kind appear within Wikipedia, the Quality Assurance Review Center logo can be considered applicable to the prospects of fair use on the internet. For further reading on fair use and the internet, please refer to Kelly v. Arriba Soft Corporation (2003), which marked the first Supreme Court case involving copyright infringement of logos on the internet.
QARC is a federally funded research and development center. More specifically, it receives its funding from the National Cancer Institute (NCI), which is an integral branch of the National Institutes of Health (NIH). Therefore, QARC_logo.gif is released into the public domain.
