pxJin is a user who suscribes to an ISP that IP addresses are reassigned on every connection.
Unfortunately, the IP addresses he's assigned to are often of those that have been used to vandalise. So in frustration that he can't view discussion pages and various articles on wikipedia, he decided that he should create an account.
