10 Criteria test for Fair Use:

1. No free equivalent. As photography inside Volkswagen assembly plants (and pretty much all assembly plants in general) is never permitted, it would be impossible for someone to take an equivalent free image.

2. Respect for commercial opportunities. This image illustrates a process at the plant which would be used in a similar fashion in a newspaper or magazine.

3. (a) Minimal use. Only this photo will appear in any article. (b) Resolution/fidelity. Image is 750x750 pixels, which is generally considered to be of low resolution.

4. Previous publication. This image appears on press releases.

5. Content. The photo shows the subject in question

6. 'Media-specific policy. The material meets Wikipedia's media-specific policy.

7. One-article minimum. Will be used in the Volkswagen Jetta article

8. Significance. The photo shows the automated assembly process which is described within the article. It would be impossible to adequately describe the process in the way the picture can convey the information.
