I am not aware of any proposal for this in the US. Is there a reference for that sentence in the article?DGG 03:19, 21 October 2006 (UTC)

I've never head of any such proposal -- at least, no such proposal by any politician, government agency, or library. I'm sure that there are a few authors and publishers out there who think it's a great idea.
