Does someone have a history of the office of public editor in newspapers? Is NYT the first to appoint one? Kummini 18:16, 20 June 2006 (UTC)

Also, what is the relationship of a public editor to the powers that be at a newspaper? Is he independent of them? Can he feel free to criticize them? Does he have any sway or say over the editorial policy of the paper, or can he only criticize such policy in his column?
