Pseudagrion bicoerulans is a species of damselfly in family Coenagrionidae. It is found in Kenya, Tanzania, and Uganda. Its natural habitats are subtropical or tropical moist montanes, subtropical or tropical high-altitude grassland, and rivers. It is threatened by habitat loss.
