IMHO this is industry lingo that lends little benefit to readers.
References on the page "Business Proposal" all outline common practices leading up to and including writing a business proposal. Readers wanting to delve into the specifics and details can do so from those links.
If a further discussion of how complex sales work, and the specifics of writing a business proposal are welcome, we will be looking at a fairly lengthy and involved branch for Wikipedia. For instance, just one of the references on the page "Business Proposal", consists of over 200 web pages. All the references are specific to the process of creating business proposals.
If this step is included, many others are as important and should be included.
