I added it to the External links section. The introduction of this article has been expanded to conform to the facts found in that link. The conspiracy section that casts doubt on MKNAOMI's involvement with programmable biological weapons and incapacitating techniques has been removed as it is no longer necessary. This is mainly because MKNAOMI has been confirmed to be a project that was intended to create programmable biological weapons that kill and incapacitate targets. The source above clearly confirms it.

[edit] Discussion about the possible meaning of the codename MKNAOMI
I don't know if this is relevant or not, but: the Kanji characters representing the name Naomi in Japanese (直美), also represent the words 'Direct' (or 'straight') 'U.S.' when translated into Chinese (I claim no special expertise here - I used Google to do the translation). Whether the code name MKNAOMI is alluding to the possibility that the products of the project were tested on or used against U.S. citizens I do not know, but I think it is not an unreasonable speculation. Given this example, it also seems possible that (i) the term Naomi may be used in other contexts in intelligence information to refer to the United States (and not just by U.S. intelligence agencies), and (ii) Japanese/Chinese and Chinese/Japanese translations where a term is relevant in one of the languages but not the other may be a search space in which other intelligence agency codewords are to be found. This search space may be unique to Japanese/Chinese as they use pictographic characters which appear in both languages but have different meanings. Alternatively, the Naomi example may be unique due to the fact that Naomi is also a name in English, whereas other pairings may not yield a codeword which is also an English word. Response: It is my understanding that such codenames deliberately have nothing to do with the nature of the project, since the name might be available to personnel not privy to other information.
