Premier Bank is a bank headquartered in Dubuque, Iowa. There are currently three locations in Dubuque, Iowa. The bank has been in existence since 1998, and was the first locally owned bank to be established in Dubuque in many years.

For many years, Riley's Auto Sales operated an Oldsmobile, Subaru, and Mazda dealership at 1975 JFK Road in Dubuque. In the 1990s, Riley's decided to move to a new location on Dodge Street. Soon after Riley's moved to its Dodge Street Location, it was announced that a new bank would take over what had been the showroom portion of the old Riley's building. This bank, Premier bank would open the 1975 JFK Road after a portion of the old building housing the service and administrative offices of the old car dealership were torn down.
Premier Bank's opening marked the first time in 65 years that a locally owned and operated bank was established in Dubuque. The bank has remained under local control since opening.
Since opening, Premier Bank has opened two more locations. It opened a location in downtown Dubuque after Firstar Bank (now US Bank) closed their downtown location after a merger. In 2005 the bank built another new location near the Asbury Plaza shopping center, which opened in late 2005.
