This image appears to be identical to one from the State Historical Society of North Dakota website. From reading the copyright notice on the site, it appears that this agency is not a part of the US Government. Image uploaded by an editor, who goes by "Jay Han", whose previous account, Jahedul, was banned for repeatedly uploading copyrighted images claiming them to be self-made: [1]/[2]. No evidence that image is taken by the uploader - a low rez image without EXIF data from a user with history of imagevios suggests this is an unfree image. Mosmof (talk) 05:07, 29 January 2008 (UTC)

Copyright would seemingly belong to mapntl.com. The uploader also has just been blocked for spamming mapntl.com links all over Wikipedia. And in this image description, uploader says he owns mapntl.com. - ✰ALLSTAR✰ echo 13:09, 29 January 2008 (UTC)
