Indian copyright act taken from this website says Government is the owner for Government works. It claims Indian copyright act allows exemptions for use of work without permission of owner for the

"performance by an amateur club or society if the performance is given to a non-paying audience"

There is no valid reason to believe that this clause is not applicable to wikipedia society which offers its services to non paying audience.--Indianstar 06:47, 4 November 2007 (UTC)

I read the paragraph you have referred to.

Subject to certain conditions, a fair deal for research, study, criticism, review and news reporting, as well as use of works in library and schools and in the legislatures, is permitted without specific permission of the copyright owners. In order to protect the interests of users, some exemptions have been prescribed in respect of specific uses of works enjoying copyright. Some of the exemptions are the uses of the work,

That would make it a fair-use and not what you had tagged it as (public domain). Fair-use criteria is very restrictive. Please read FUC#1. "No free equivalent. Non-free content is used only where no free equivalent is available, or could be created....". This map can easily be drawn by someone and released under a free license. I will change license as Fairuse. Copyright act says it is applicable for usage and reproduction. So reproduction does not make it as Free use. It will remain as Fairuse.--Indianstar 07:38, 4 November 2007 (UTC)

I differ with your view. This satisfies WP:FUC #1 as free alternative is not available. Even if somebody reproduce it will come under same Fair use policy as per Indian copyright act. So original itself can be used as per fair use policy. Usage does not violate Indian copyright act. --Indianstar 08:17, 4 November 2007 (UTC)

I have asked two physicians to review this photo, and both have stated this photo is a photo of autopsy, not evidence of torture. Matter of fact Wang Bin's death was reported by FLG 5 years prior to the organ harvesting allegation, and the original story mentioned [an autopsy was performed http://clearwisdom.net/emh/articles/2000/11/16/6164.html]

Keep: I emailed the clearwisdom editors some time ago about this and got this response: "In general, anyone is welcome to use or reprint an article or a photo originally published on Clearwisdom (this does not apply to third-party articles or media reports republished on Clearwisdom) as long as the original content is not altered and source of the article or photo is properly credited." Note that this is a screen grab off CCTV, therefore it is undoubtedly third party as Clearwisdom doesn't have rights over it. The Chinese govt owns it, so you will need to claim fair use for this one. Ohconfucius 14:56, 8 November 2007 (UTC)

You should forward the permission email to permissions-en@wikimedia.org and leave a note on the image's talk page that you have done so. Eventually, someone with OTRS access will leave a template on the image page. I understand they're quite backlogged at the moment, so please be patient. Note that this is a derivative work composed of 3 photographs, of which one has 'Xinhua' clearly stamped on it, the second is a screen grab off CCTV, therefore it is likely to be third party as Clearwisdom wouldn't have rights over at least some part of it.
