It seems pretty likely from the user's contribs and talk page that he is Joe Acosta, the subject of the photo. Reasonable query, but the same is true of any building, not just this one, and we obviously have plenty of images of recent buildings. In fact this is not an "image", but a demographic graph, which is created by the Bulgarian National Institute of Statistics and it isn't protected, it can be cited freely. The Bulgarian LAW ON STATISTICS states: "Art. 5. (1) (amended, SG, No 42 of 2001) The results of the statistical surveys included in the National Programme for Statistical Surveys shall be accessible to all." - Jackanapes 07:32, 7 August 2007 (UTC)
