  • The uploader probably owns the website that image came from. Take a look at old versions of their user page and it's an advertisement for that site. One of their first edits was to spam a link to it [1]. So as far as unfree, I'm guessing it's probably free, though an IFD would seem to be in order as a useless image. --B (talk) 02:56, 18 December 2007 (UTC)

  • The image is not owned by the Puerto Rico government. There is no copyright infringement since I am the owner of the "original" document and not a copy. This is stated within the resolution itself and therefore it has become my property. The image is a copy of my document and I in turn am giving permission to Wikipedia to use it.   • The following is a statement posted on my talk page by the Senate of Puerto Rico in regard to this issue:

"A Wikipedia user called my attention this evening to the controversy regarding the copyright of (1) the text of a Puerto Rico Senate Resolution, and (2) the presentation copy of a resolution which the Senate gives to a citizen, in this case, Mr. Tony Santiago, and how to post this clarification. As is the case with all public documents in all states and territories of the United States, the text of S. Res. 3602, as well as the signed and sealed presentation copy of the resolution which three other senators and I placed in the hands of a very surprised Mr. Santiago in Phoenix last week are free to be duplicated in Wikipedia or any other media since they are public documents, produced at taxpayer expense, and intended for wide dissemination. Mr. Santiago or any of his admirers are free to use the images of these official documents at will. I reiterate my admiration and respect for Mr. Santiago's work on behalf of Puerto Rico's veterans and military heroes. Kenneth D. McClintock, President of the Senate of Puerto Rico."
