Post Rate Limiter

In Internet forums, a Post Rate Limiter (PRL) is a moderation mechanism that prevents any user from making too many posts in a short period of time. For example, users may be prevented from posting more than three times in any five minutes. The time between posts can often vary based on variable limits.
Another name for this system is "flood control".
