[edit] Lists of councillors

I am looking at Highland Council wards and councillors 1999 to 2003 and Highland Council wards and councillors 2003 to 2007, and thinking that, in listing councillors, they go down to too low a level of detail.
I have created, recently, Highland Council wards to be created in 2007, but I do not intend to expand this, next year, to include a list of councillors elected in 2007, or to create an article called, say, Highland Council members 2007 to 2011.
As regards the 1999 to 2007 period, I am thinking it would be better to have one article called Highland council wards 1999 to 2007, and some history of political representation (numbers representing each party and numbers of independents) in Politics of the Highland Council area.

I have now created "Highland Council wards 1999 to 2007", and I am thinking "Highland Council wards and councillors 1999 to 2003" and "Highland Council wards and councillors 2003 to 2007" should become redirects to "Politics of the Highland council area", or should be deleted. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
