I believe this image falls under fair usage because:

• It is a low-resolution image that cannot be used for high-quality mass production;
• It concerns the Wikipedia entry at hand (Polycarp TV show host)
• It consists of only a very small excerpt of a much larger work;
• It consists of outdated information (local TV broadcast schedule for a single morning in 1969) that is no longer of any significant value except for historical purposes;
• It is being used solely for educational and historical (research) purposes.
