During the process of unification in Italy in the 19th Century, it was clear that any realignment of power in Italy would involve a war with Austria - the European super power that heavily controlled the Northern territories of the country. Cavour, the Prime Minster of Piedmont at the time (1858) focused his efforts on France. Orsini's assassination attempt on Napoleon III in 1858 led to a secret meeting at Plombieres. Here Cavour committed France to support Piedmont in a war with Austria, for the promise of Savoy and Nice.
