In pursuant of the PLM Board Resolution No. 2467, the Departments of Psychology and Social Work, and the former PLM College of Education was placed under one roof on November 04, 2002. The newly formed College of Human Development of the Pamantasan ng Lungsod ng Maynila, under the leadership of its Dean, Dr. Virginia N. Santos, and Secretary, Mrs. Dolores C. Maaliw, is subdivided into six (6) departments, and they include the Department of Behavioral Sciences, the Department of Family Sciences, the Department of Home Economics, the Department of Nutrition, the Department of Social Work, and the Department of Teacher Education.
The College of Human Development provides leadership, professional development, research and resources to advance education in the tertiary level. It also addresses concerns that affect students, families and society; and, helps students of diverse abilities pursue life-long learning and achievement.

The College of Human Development has the eight degree programs. These include:
- Bachelor of Science in Secondary Education, major in Communication Arts (Filipino)
- Bachelor of Science in Secondary Education, major in Communication Arts (English)
- Bachelor of Science in Secondary Education, major in Social Studies
- Bachelor of Science in Secondary Education, major in Mathematics
- Bachelor of Science in Secondary Education, major in Biological Science
- Bachelor of Science in Secondary Education, major in Physical Science
- Bachelor of Science in Psychology
- Bachelor of Science in Social Work
