[edit] Weekly to Monthly

The Article of the Week was originally monthly before it was changed to weekly. I've noticed this portal is not viewed that often so the articles of the week will rarely be seen. Therefor I am going to change it back to Monthly. If there are any objections (or anyone actually reads this) feel free to post them here or on my talk page.
