Under his watch, bishops known as highly tolerant on homosexual outreach have been appointed in San Francisco and Washington DC (which is irrelevant techincally, because in the Catholic Church, the Apostolic Nuncio holds no authority over the American bishops whatsoever) as well as bishops who in the past felt to deny the Eucharist to known pro-abortionists is "rigid." (I'm not sure if this person has issues with grammar, but I think what they're trying to say is that some bishops have denied the Eucharist to pro-abortion catholics. This is acceptable because as Catholics, we believe that the Eucharist, commonly referred to as Communion, is the central sign of our unity in belief of God, so to give Eucharist to someone who dosen't share our belief of God or any issue (e.g. abortion) would be a lie, because then the sacrament would not have any meaning.)
