The Pieter Baan Center (Pieter Baan Centrum) is a psychiatric observation clinic in Utrecht, The Netherlands, (operated by the Ministry of Justice) where suspects of crimes in the Netherlands are observed to ascertain whether they are applicable for TBS (Ter Beschikkingstelling aan de Staat), which means To be Held in the Interest of the State. This is a special punishment for inmates of crimes which are committed under psychological abnormal circumstances. The purpose is to treat the perpetrator rather than to punish them and to work towards their reintegration into society.
