This is a question for an Economics assignment I have coming up.

Is it impossible for a country to over-invest in physical capital?

[edit] Addendum Suggestion

I was looking up the definition for "physical capital" because it appears several times in the 2003 World Development Report, however, this wikipedia article really does not illuminate the meaning for me any more (as non-economist), would it be possible for someone who is more familiar with this topic to provide an example of what physical capital is? I think this would improve the article substantially.
