phpCMS is an open source content management system written using PHP. Its creators describe phpCMS as a highly flexible flat file, no SQL, Web CMS with complete content/logic separation[1]. Like many content management systems, phpCMS intends to simplify a lot of tasks for the maintenance of complex web sites.

Users are encouraged to develop plugins using PHP and incorporate prewritten scripts and web-applications into their implementation. phpCMS's Webgrab module can incorporate served pages into the page before it is served, therby allowing inclusion of web applications or content that is written in another language[2]. In their own words The developers do not believe in integrating everything into the system ... but rather concentrate their work on the phpCMS core system.
