Philip Flood

Philip Flood AO, (b. 1935) is a senior Australian diplomat. He has served as Australia's Ambassador to Indonesia, Secretary of Foreign Affairs and Trade, and High Commissioner to the United Kingdom.

[edit] Early life and diplomatic career

Flood attended the University of Sydney, obtaining a Bachelor of Economics (Hons) degree, before joining the Department of External Affairs in 1958.

Flood rose quickly through the diplomatic ranks at the department, serving at the Australian mission to the EEC in Brussels. After his return from Brussels, Flood became Executive Assistant to the then Secretary of Foreign Affairs, Sir Arthur Tange. He then was posted to the Australian Embassy in Paris and Delegation to the OECD, where he was Counsellor.

He then served as Australia's High Commissioner to Bangladesh.

Flood served as Minister and Deputy Head of Mission to the Australian Embassy in the United States.

Flood was appointed to the post of Chief Executive for Special Trade Negotiations.

Flood was appointed Australia's Ambassador to Indonesia in 1989. He held this post until 1993.

Flood became Director General of AusAID, the Australian development cooperation agency, in 1993. In 1995, Flood was appointed Director General of the Australian Office of National Assessments (ONA).

In 1996, Flood was appointed Secretary of the Department of Foreign Affairs and Trade. He then became Australian High Commissioner to the United Kingdom and Northern Ireland in 1998.

In 2000, Flood retired from the diplomatic service.

In 2001, Flood was appointed Chairman of the Australia Indonesia Institute, where he served until 2004.

Flood is a Deputy Chairman of CARE Australia, Deputy Chairman of Asialink and was a member of the Foreign Affairs Council until 2007. Mr Flood headed the Inquiry into Immigration Detention Centres, which reported to the Australian Government in February 2001, the Inquiry into Australian Intelligence Agencies, which reported in July 2004, and the Inquiry into Plasma Fractionation which reported in December 2006.

Flood is married to Carole Flood.
