Phạm Ngũ Lão street is located in District 1 of Ho Chi Minh City, formerly Saigon, Vietnam. It was named after Pham Ngu Lao, the national hero. The Pham Ngu Lao, De Tham area refers to the tourist hub of Saigon frequented by Ho Chi Minh cities locals and tourist who flock to the market stalls, both open air and indoors to buy cheap clothes (mainly counterfeit), DVDs, souvenirs, war memorabilia. Many bars and cafes in this district are quite conveniently located near the main hotel district and Saigon's business centre. It is also called "khu Tay ba lo" (Backpacker's area).

The Pham Ngu Lao area is known for it's 'budget' mini-hotels and tourist agencies and primarily caters to the budget tourists.
