Fair-use rationale. Though this image is subject to copyright, its use is covered by the U.S. fair use laws because:

  1. It is a historically significant photo of famous individuals: the picture is of Joe Clark and Stockwell Day, from the televised debate of the party leaders in the 2000 Canadian federal election. This shows a moment in the debate (which many thought was a low-point for Day) where Day used a sign to refute suggestions that Alliance policy would result in two-tiered healthcare.
  2. Its resolution is lower than the original, meaning any copies made from it will be of very inferior quality.
  3. The photo is only being used for informational purposes.
  4. Including the photo adds significantly to the article because the photo and its historical significance are discussed in the article.
