This sentence: "Peter Mitchell was a strong supporter of Canadian confederation attending the Quebec Conference in 1864." has no clear meaning. If Peter Mitchell attended that conference, it should read "Peter Mitchell was a strong supporter of Canadian confederation, while attending the Quebec Conference in 1864." If the whole confederation attended it should read "Peter Mitchell was a strong supporter of Canadian confederation's attending the Quebec Conference in 1864." (The gerund takes the possessive).
