From the Parliamentary Companion, it seems likely that Peter J.P. Graham is actually a transcription error at the ontla.on.ca site of Graham, Peter, J.P. meaning Justice of the Peace rather than initials. This means that there would have been two Peter Grahams in the same parliament representing Frontenac and Lambton East. I will try to sort out that mess later.
