Peter Thorpe Fay was born in 1929 in Rochester, New York.
Fay is a federal judge in the U.S. Court of Appeals for the Eleventh Circuit. Judge Fay was appointed to his current position in 1976 by President Gerald Ford. Prior to serving on the US Court of Appeals, he was a Judge for the U.S. District Court for the Southern District of Florida.[1] He served in the U.S. Air Force from 1951 to 1953.

Fay graduated from Rollins College with a B.A. degree in 1951. He received his J.D. from the University of Florida in 1956.
