Peter Kingsley is a fictional character from the TV series 24. He was portrayed by Tobin Bell.

Kingsley was an American businessman with military and intelligence ties. Prior to Day 2 he learns that the terrorist group Second Wave is planning to detonate a nuclear bomb in Los Angeles. Kingsley and his European associates conspire to incriminate 3 Middle Eastern countries in the purchase, transportation and detonation of the bomb. The reason for such a conspiracy is to provoke the United States into war with the unmentioned middle eastern countries in order to influence the world economy in favor of their shares in oil consortia. Kingsley approaches Sherry Palmer and NSA Director Roger Stanton, the latter being part of a separate conspiracy to undermine the Presidency of David Palmer. Kingsley convinces Stanton to withhold the information of the bomb from Palmer, assuring him and Sherry that the bomb would be found after enough damage was done to Palmer's administration. Stanton has an elite military unit, known as The Coral Snakes, to track the Nuclear bomb from where it was first bought onto American Soil, to its final location before it location by CTU at Norton Airfield. However, the leader of the team, Captain Jonathan Wallace, is bought off by Kingsley. He kills his teammates, allowing the terrorists to prime the bomb. Through the heroism of CTU chief George Mason, the bomb detonates in the Mojave Desert with no civilian casualties. Wallace, under instruction from Kingsley, plants a fabricated audio file in Syed Ali's (the Second Wave cell leader's),apartment. The file is referred to as the Cyprus Audio, as it is the supposed recording of a meeting in Cyprus between Ali and three high ranking officials from three Middle Eastern nations. This recording is acquired by CTU who analyze it and come to the conclusion that the recording is genuine. It is later revealed that the recording was faked by a computer hacker Alex Hewitt, again under the instruction of Kingsley. Hewitt wrote a program which could replicate a persons voice by using a small sample. The Conspiracy is finally uncovered to the authorities during the final hour of Day 2 ("7:00 AM - 8:00 AM"), When Kingsley is tricked into incriminating himself on tape by Sherry Palmer. They meet at the Los Angeles Coliseum so that Kingsley can learn the whereabouts of Alex Hewitt and kill him before the conspiracy is exposed by the hacker. After Kingsley incriminates himself he realizes that Sherry does not in fact have Hewitt, and so her only reason for being kept alive by him is void. Kingsley orders her to be killed but is thwarted by Jack Bauer; a gunfight ensues between Kingsley's men and Bauer. Before Kingsley can shoot a severely injured Jack Bauer, he is shot multiple times in the chest by a CTU sniper from a helicopter.

Kingsley was working for a German man named Max, whose final fate is revealed in 24: The Game.
