Though this image is subject to copyright, I feel its use is covered by the U.S. fair use laws because:
- It is a historically significant photograph and adds significantly to the article because it is one of very few available images of Arshinov.
- It is of much lower resolution than the original, and appears to have been cropped.
- The photo is only being used for informational purposes and has very little if any saleable value today.
- Arshinov himself died in the 1930s, and likelihood is high that the copyright-holder is deceased or at least unlocatable.
