Ethiopia is pitifully lagging behind the rest of the world as revealed by almost all social and economic indicators.[citation needed] Many developing countries including the government of Ethiopia have now come to recognize the use of ICT as the most important way of addressing their problems and achieving rapid economical growth.[citation needed] Several researches have also evidenced that distance education through the use of ICT has great potential for many developing countries, in Ethiopia and elsewhere, having limited resources and comprising significant rural areas.[citation needed]
It was with this background that PESC Information Systems College was established in 2003 in the city of Addis Ababa by developing distance education programs that focused on Information Systems and Technology through the adoption of new way of learning in the country using innovative ICT-concepts and-technologies i.e. virtual education system modified to best suit to the present conditions of the country. This unique way of information conveying system of the College consists of classroom lectures with practical demonstrations and electronic library service delivery from one central distant site to students in periphery using video, animations and graphics. Providing modules in text forms and lectures in CD ROM formats to students for home use by VCD players and TV sets; and/or computers at home or office adds to its uniqueness of effective delivery of education throughout the country. This education program was primarily created to respond to the needs of several students who have failed to take advantages of conventional mode of learning. It also helps to extend the reach of ICT education into communities with extreme shortage of qualified professionals in the peripheral regions of the country where limited or no means of effective training exist, especially in this field of study.

- Deliver effective education from distance to a broad spectrum of people of Ethiopia through the use of Information and Communication Technology (ICT).

- Prepare students that contribute to their country as they develop an understanding of their personal relationship to the world’s political, economic, social and cultural (PESC) environments.
