Penelope W. Kyle

Penelope W. Kyle is the current president of Radford University, a public, state-funded, comprehensive university, located in the city of Radford, in southwestern Virginia. She assumed her role on June 1, 2005.

Kyle was director of the state lottery for more than ten years. She also worked at CSX Corporation for 13 years as an attorney and was the first female officer of the international transportation company, as well as vice president in the finance department.
Kyle was also an attorney with McGuire Woods LLP in Richmond and served as an assistant professor of English at Thomas Nelson Community College in Hampton.
It has been estimated that “a large majority of students are unhappy with Kyle’s service to the institution.”

Kyle is a Galax, Virginia native. She has more than 30 years of experience in Virginia in state government, the corporate and legal arenas, and higher education.
Kyle is a Guilford College graduate; she also graduated from the University of Virginia's School of Law and received an MBA from the College of William and Mary.

She is married to Charles L. Menges. They are the parents of a son and two daughters. The family lives in the Richmond area.
