Under the Protected Places (No. 4) Order 2002 (S 305/2002) (Singapore), the island is a "protected place" within the meaning of the Protected Areas and Protected Places Act (Cap. 256, 1985 Rev. Ed.) (Singapore). Paragraph 2 of the Order states that "no person shall be in those premises unless he is in possession of a pass-card or permit issued by the [Maritime and Port Authority of Singapore] or has received the permission of an authorised officer on duty at the premises to enter the premises". Under s. 7 read with s. 5(1) of the Act, unauthorised presence on the premises is punishable on conviction with a fine of S$1,000 or to imprisonment for a term of 2 years or both. Section 9 of the Act states: "Any person who attempts to enter or who is in a protected area or a protected place and who fails to stop after being challenged 3 times by an authorised officer to do so may be arrested by force, which force may, if necessary to effect the arrest, extend to the voluntary causing of death."
