Peñarrubia is a 5th class municipality in the province of Abra, Philippines. The present municipal mayor is Honorable Geraldine Mamsaang-Balbuena. According to the 2000 census, it has a population of 5,515 people in 1,063 households.

- Poblacion - It is the capital of the municipality. It is where the Presidencia (Municipal Hall), The United Church of Christ in the Philippines, St. Therese of the Child Jesus Parish Church and Convent, the Little Flower High School,Penarrubia Central School and the Rural Health Unit are located.

Municipal Hall in Poblacion is the seat of the government. The Honorable Antonio Amasi Domes-ag is the beloved mayor of the town. He have done great changes in the municipality. Domes-ag is the OIC Mayor of the town in 1989-1992, then elected as mayor in 1992-1995,then in 1995-1998. He was replaced by her wife, the Honorable Lovelyn Domes-ag in 1998-2001 and 2001-2004. The election of 2004 became controversial in the whole nation when both spouse ran for mayoralty candidate. Hon. Antonio Domes-ag was proclaimed as the winner.. In May 2007 election, incumbent Vice-Mayor Geraldine Mamsaang-Balbuena won in a matter of one vote against Hon. Antonio A. Domes-ag. Domes-ag still seat as the municipal mayor until June 2007.
