A replacement image is not available because the building, called the palace of depression is no longer there in its original form. It was destroyed long ago by a fire and is now in nearly completely gone. So a replacement image of this particular view of the building can no longer be obtained. The building hasn't been completely destroyed as there are still some remnants of the building and its currently being rebuilt. And so the palace of depression is still an existing building. As such, this image provides information about a certain point in the building's history. And so this image abides by the fair use rationale.
