"The protection of which is regulated by other legal acts" means that you cannot use them for say your own seal or money. Like for example [1] the law regarding municipality symbols just lists the ways those symbols can be used (sorry, no translation). So a company cannot decide to use municipality coa as their own.

Now this law says that:

Article 7. Use of an Image of the National Flag of Lithuania
2. An image of the national flag of Lithuania may be used for decorative purposes as an official symbol of the state in such a way that no disrespect would be shown to the national flag of Lithuania or the principles of the use of flags would not be otherwise violated.

So there is a clear difference between using "an image of coa" and "coa." And the last thing I found on coa is this law, article 42. Renata3 17:22, 27 November 2005 (UTC)
