The photographer of this photo is unknown but reasonably assumed to be Indian. It is reasonably assumed to date to the 1950s or 1960s (If it is older than 60 years, it would be in the public domain).
If it is aged less than 60 years, fair use on Devaneya Pavanar is argued, because
- it is a historically significant photo of a famous individual;
- the photo is only being used for informational purposes;
- Its inclusion in the article adds significantly to the article because it shows the subject of this article.
