Fair Use is claimed for the image since it shows John Paulk (the man on the viewer's right), and his rise to United States national fame as an 'ex-gay' product and advocate. He became Chairman of Exodus International (first term 1995-1998; second term 1998-2001), found to have engaged in 'negative behavior' within a Washington DC gay bar in September 2000, and removed as Chairman in October 2000. This low resolution of the Newsweek cover is therefore highly notable as proving the assertion of John Paulk as a national public figure advocating change from gay to ex-gay, and the increase in controversy between 'ex-gay' advocates (mostly religious-based) and gay-advocates (mostly American Psychology Association based). It is all the more notable in that John Paulk later engaged in an incident, and was removed as Chairman by the Exodus Board of Directors.
