Description: Deputy Secretary of Defense Gordon England, left, looks on as Lord Paul Rudd Drayson, British Minister for Defense Procurement, signs a memorandum concerning the Joint Strike Fighter program during a visit to the Pentagon Dec. 12, 2006. The document establishes a framework for cooperation in the production, sustainment, and follow-on development of aircraft.
