The article says that because the bridge was placed on the National Register of Historic Places, If the state wanted to demolish the bridge, it would then be subject to a popular vote. There is no such requirement in the NRHP enabling legislation (which is actually quite weak in terms of protection). If there was a requirement, it would have to have been through state or local landmark designation, or was just done as a popular referendum for this instance.
