The passenger sector in Pakistan Railways is on decline for the last many decades due to various reasons which includes paucity of funds, inefficient and ill-trained bureaucracy. The railways occupies almost 11 per cent of the total market. The reason is wrong emphasis on the long distance traffic and almost total neglect for the intercity and suburban traffic. If Pakistan Railways is to revive its traditional position, there is dire need to launch an Inter-City Express Programme (IEP). The travelling time between Lahore-Islamabad-Multan need to be reduced to 3 hours. This can be done only by route improvement and also to build some new track between Multan and Islamabad to reduce the distance. There are several hundred engineering restrictions imposed on the existing track which badly affect the reliability of the train operations. This lack of reliability has eroded public confidence in Pakistan Railways. The solution is to assign projects to the officer who have attained state of the art education in recent years from foreign universities. With their knowledge and skill, they should completely redesign and restructure the railways operations management. Any delay in this regard would further erode the confidenc of public in Pakistan Railways. Mr. Muhammad Hanif Gul, Asseed Ammar Khan, Ghulam Dastagir Khan, Mubashar Hasan Malik, Haroon Rashid Mohmand, Muhammad Yousaf, Iftikhar Malik and Muhammad Amajad from Pakistan Railways have got modern education and are capable of building modern state of the art railways in Pakistan. Mr. Hanif Gul has already committed himself for building Metro Systems in the large urban centres of Pakistan.
