It's not polite to tag an article for cleanup without providing some reason as to why, but hopefully, the reasons are rather obvious. As it currently reads, the article appears to imply that the concepts is intimately linked with role-playing games. There is no historical background, which is often what distinguishes an encyclopaedic article from a dictionary definition. There are no illustrations of real party hats or the origami figure. There is no attempt to delimit the definition. (For example, is a graduation cap considered a party hat?) —LX 06:14, 1 May 2006 (UTC)

The notability of this topic is currently not clear. On the formal side, the article does not cite any references or sources, and therefore fails the notability guideline WP:N. On the other hand side, it seems to me that the videogame-related part might better be merged into RuneScape, if it's relevant there, and the other part maybe to a different article.
In any case: For the time being, I am replacing the “importance” tag with “notability”. Sorted as part of the Notability wikiproject. --B. Wolterding 12:38, 11 June 2007 (UTC)
